1. Stop the Loss ✔️Tenants Protections: "Ottawa needs an Anti-Renoviction Bylaw. This should be considered as part of the report back on anti-displacement policy. There is no place for renovictions in Ottawa. Our team has already put together a policy note on anti-displacement (including anti-renoviction) policy in preparation for when this comes forward at Council." ✔️Housing Acquisition: "Absolutely. We are not going to solve homelessness and the affordable housing crisis through inclusionary zoning. We need non-market housing to create deeply affordable units, which includes converting residential units and using public lands to house people most in need. We have pushed something similar to this before at the council table with the hotels2homes campaign, and are happy to raise these issues again."
2. Create More ✔️Inclusionary Zoning: "We want to see a strong Inclusionary Zoning policy with 25-35% affordable rental housing targeting those in core housing need, citywide in perpetuity. We will push the city to get the highest set-aside rates that we can for rentals. We know, however, that inclusionary zoning is an insufficient market solution to a problem that demands direct public intervention. That’s why we will push for the creation of public, non-profit, and co-op housing." ✔️Increased Budget: "Absolutely. We fund what we prioritize, and it's time that we prioritize ending homelessness. The amount of money the City spends on affordable housing is a fraction of the cost of what we spend widening roads. Indigenous homeless residents need to be centered in these conversations."
3. Preserve the Quality ✔️Landlord Licensing: "Given the current regulatory environment where it is primarily left up to tenants to enforce their own rights in an unequal relationship, and one where many landlords can be unaware of their responsibilities, then the least we can do is to better inform tenants and landlords of their rights and responsibilities. This would be made easier as part of a regulatory overhaul that included a landlord registration system, that would better allow the City to track and regulate the condition of residences." ✔️Ombudsperson: "Given the fundamental importance of housing the people in our City, we need an independent party to monitor and report on progress toward the City's 10 year Housing and Homelessness Plan. Similar to the role of an auditor, this individual would provide oversite in achieving municipal and provincial housing goals."
