Endorsement Quote: "The three pillars are very strong and must be at the heart of our actions. However, the six actions are not sufficient to address the problem of affordable housing. Relying a strategy on only these actions will miss the mark by a wide margin. For example, the Inclusionary Zoning policy and the pre-emptive right are very effective in improving or preserving social mix, which is a very important element. However, their effectiveness in increasing the number of affordable housing units is greatly overestimated. There are still important elements to be put in place, but it is largely insuficient. For example, the City of Ottawa needs to be able to support the creation of a large housing co-op that would be able to buy and build housing and spread the risk. This can be done by using the city's financial capacity to guarantee investment. The city needs to get powers and budgets back from the province to be able to take more consistent action. Citizens must have a stronger voice in development projects. Consideration should be given to creating mandatory, public rent insurance to prevent landlords from discriminating against lower-income people and denying them access to rents."

The operations must be financially efficient, to allow for significant development of the utility or co-op and rapidly increase the number of units under management."

Find another place to live and moving is not an easy process. It logic that the rules have to be adapted first to the protection of the tenants. 1. Stop the Loss ✔️Tenants Protections: "I support municipal policies that strengthen such protections; for example, proactive education to inform tenants about their rights and resources. In doing so, I also believe that we should not be pitting tenants against landlords, and vice versa, in a manner that erodes trust and breeds anger and deception between these two groups. Using the same example, a comprehensive education program requires landlords and tenants to work together so that there is a greater understanding of the concerns between these two groups so that they can forge solutions together. I also support in principle the creation of a Tenant Defense Fund, based on its implementation in Toronto and the pilot in Hamilton, but would require more time to study its feasibility." ✔️Housing Acquisition"Yes, but with a couple of caveats. I will advocate for the following: Begin discussions with the federal government and other owners of under-used buildings in Rideau-Vanier to see if they can be retrofitted into housing units; Streamline the process for construction permits and renovation for developers who include heritage conservation, social, family (3 bedroom) and / or geared to income housing in their development plans; Bring forward a motion of right of first refusal so that the city has the right of first purchase on real-estate sales in areas that do not have public housing so we can diversity the Wards that have Ottawa Community Housing; and Prioritize families living in motels for public housing and ensure that large rental companies (CLV, District, etc) dedicate a percentage of their units to low-income earners while charging geared-to-income rents. 2. Create More ✔️Inclusionary Zoning: "Please see answer to previous action." ✔️Increased Budget: "Yes in principle I would need to see more details of such action before I can be definitive. With that said, I want to make Ward 12 the most inclusive and equitable Ward in our city so that all our residents can achieve their full potential. Black, Indigenous, people of colour, people with physical and mental limitations, those that suffer substance and physical abuse, and the LGBTQ2+ community are among the most vulnerable and underserved members of our Ward. I will be a champion, not just for the Indigenous, but for all the underserved residents of Rideau-Vanier."
3. Preserve the Quality ❓Landlord Licensing: "Yes and No. I do not support additional license fees for landlords on top of the property taxes they already pay. I support a small increase of 1-2% on property taxes, and I support funding to small landlords (this needs to be defined) for maintenance repairs to come from the city budget; or as repayable interest free loans for emergency repairs so tenets do not suffer, if there is limited room to maneuver in the City budget." ❌Ombudsperson: "It is unclear to me what additional advantage an independent Housing Ombudsman would provide over strengthening the existing regime. The Residential Tenancies Act, 2006 governs the operations of the Landlord and Tenant Board (LTB). The LTB has existing mechanisms and resources to assist both landlords and tenants in dispute resolution. If such measures do not address the issue then they can receive a hearing at the LTB Tribunal. And if there are systemic issues in the decisions of the LTB, then further redress is available with the Ontario Ombudsman. I strongly believe that housing is a human right. And I am a strong believer in transparency and accountability. But I am cautious of creating more oversight regimes with overlapping jurisdictional legal frameworks and increasing the amount of red tape. I would like to strengthen protections for both tenants and landlords within existing frameworks; not creating more to dilute its effectiveness while increasing costs to taxpayers."
